EXPECT NEW TRAFFIC PATTERNS!

Phase III - November 2025 - Spring 2026

  • Northbound Carpenters Grade traffic will be detoured to Cochran Road
  • Southbound Carpenters Grade will remain open
  • Temporary traffic light will remain at Cross Creek Drive and Carpenters Grade Road

Status Update - Current Activity

  • ​Raulston Road is open to traffic.
  • The section of Cochran Road behind the market is expected to open to traffic Wednesday, November 12 (due to weather delays).   
 


​Planned activity:
  • On Friday, November 7, contractors will be paving the multi-use path.
  • On Monday, November 10, Cochran Road will be paved (weather permitting). 
  • New all-way stop signs are expected to be installed early on Wednesday, November 12th.
  • Cochran Road is expected to open to traffic mid-day Wednesday. November 12 th.
  • Once Cochran Road opens, Phase III of the Traffic Control Plan will begin.
  • Utility relocation work is nearing completion.

Important Phase III Traffic Notes:

​Drivers should prepare for the beginning of Phase III and changes to the traffic pattern.
​
  • Northbound Carpenters Grade traffic will be detoured to Cochran Road.
  • Southbound Carpenters Grade Road will remain open with traffic moving onto the multi-use path between Melrose Station and Barrington.
  • Residents exiting Cross Creek, Oxford Hills, and Knightsbridge subdivisions will be right-turn only onto Carpenters Grade Road.
  • Residents exiting the Villas at Carpenters Grade, Legacy Court, and Kirkland Estates subdivisions will be left-turn only.
  • The temporary traffic signal on Carpenters Grade Road at Cross Creek Drive will provide improved access for internal subdivision traffic to enter Carpenters Grade Road.

Temporary Traffic Light
A temporary traffic signal at the intersection of Carpenters Grade Road and Cross Creek Drive will be used during the next 6-9 months as part of the Phase III traffic control plan when Carpenters Grade Road will only allow westbound traffic through the active construction zone. Two-way traffic will be returned to Carpenters Grade Road as the project nears completion, and the temporary traffic signal will be removed.
 
Safety Reminder
Large equipment and workers will be present throughout the day.
Please:
  • Slow down and use extra caution in the work zone and on Cochran Road.
  • Expect delays and plan extra travel time.
  • Follow police directions—officers are on site to help reduce speeding and unsafe driving.

Project Timeline


History 
In 2009, the Carpenters Grade Road widening project was added to the Knoxville Regional Long Range Mobility Plan with a horizon year of 2024. In 2018 it was added to the Knoxville Regional TPO Transportation Improvement Program and TDOT authorized the City to begin environmental studies for the project.

March 2019 - Consulting firm Gresham Smith selected as the city's engineering design consultant.

November 20, 2019 - Public information meeting held at the Maryville Municipal Building

September 2020 - TDOT authorized City to begin final design work for the project.

​June 2021 - TDOT authorized City to begin acquiring property and easements (right-of-way phase)

May 2024 - CDM Smith consulting firm contracted to provide construction engineering and inspection services for the project.

September 19, 2024 - TDOT authorized City to begin construction. 

October - December 2024 - construction bid requests advertised and Cleary Construction, Inc awarded the project.

March 13, 2025 - public information presentation at 5:30 p.m. at Blount County Highway Dept. 1227 McArthur Rd.

March 17, 2025 - Construction activity begins

Phase I - Complete on July 16

  • Cochran Road on the Raulston side closed

During Phase I, Cochran Road was realigned at Raulston Road. By the end of the project, a new traffic signal will be installed at this intersection which will improve safety and traffic flow for Cochran Rd, Raulston Rd, Peterson Rd, and Carpenters Grade.

This required Cochran Road to be closed at the Raulston Road end for a period beginning in mid-June.

​The other side of Cochran remained open.

The Carpenters Grade corridor project will improve a main corridor in the community – it will add a traffic signal at the busy Cochran/ Raulston/ Carpenters/ Peterson intersection, widen lanes for two-way traffic, provide better storm drainage and provide a multi-use (walking and bike) path – all to improve the safety of the stretch of road that sees over 11,000 vehicles a day traveling through Blount County and the city of Maryville.
