The City monitors and assesses local streams, as required by the NPDES Phase II MS4 permit. The permit states the objectives of permittee stream monitoring are to:
 
  • Assess compliance with the permit
  • Measure how well the stormwater management program is working
  • Evaluate stormwater impact on local water bodies
  • Identify sources of certain pollutants, like nutrients, pathogens, and silt
  • Collect data to guide future decisions, prioritize water quality protection, and find corrective actions

NPDES Permit Section 4.6.1.1.1 Option 1 
Biological stream sampling is conducted by the City on stream segments that the TDEC identifies as impaired (unavailable parameters) due to siltation, habitat changes, or nutrient levels. This sampling uses the Semi-Quantitative Single Habitat (SQSH) Method as outlined in TDEC’s Quality System Standard Operating Procedure for Macroinvertebrate Stream Survey. At least one sample must be collected per stream segment, with all segments within the City’s MS4 jurisdiction sampled over a five-year period.

Bacteriological stream sampling is conducted for stream segments impaired by pathogens. This sampling follows TDEC’s Quality System Standard Operating Procedure for Chemical and Bacteriological Sampling of Surface Water System Standard Operating Procedure for Chemical and Bacteriological Sampling of Surface Water. The procedure involves collecting five samples within a 30-day period (to calculate a geometric mean) during summer months (March through November). All pathogen-impaired segments within the City’s MS4 jurisdiction are tested within a five-year period.

A current list of impaired and threatened waters can be found on TDEC's Water Quality Rules, Reports and Publications website under “EPA Approved Lists of Impaired and Threatened Waters”.
The City's approved TMDL monitoring plan for Siltation and Habitat Alteration (AMEC, 2007) and TMDL Monitoring Plan for E. Coli (AMEC, 2007) align with Option 1 of the permit. The City conducts the required monitoring over the 5 year cycle described in the approved plans. The plans outline the following analytical monitoring activities:
  • Siltation and Habitat Alteration TMDL Requirements: Biological and benthic monitoring is conducted at one location for each 303(d) listed segment per HUC-12, within the City's jurisdictional area.
  • Pathogen TMDL Requirements: Chemical monitoring is conducted at one location for each 303(d) listed segment per HUC-12, within the jurisdictional area.
The City’s “TMDL for E.coli Monitoring Plan” and the “TMDL for Siltation Monitoring Plan” are available upon request at [email protected].  

NPDES Permit Section 4.6.1.1.1 Option 1 

The City must conduct visual stream surveys on stream segments identified by TDEC as impaired (unavailable parameters) for siltation, pathogens, or nutrients. The surveys are done immediately upstream and downstream of each MS4 outfall that discharges into that stream segment. All impaired stream segments in the City’s MS4 jurisdiction must be surveyed in a five‐year period.
Stream surveys are performed using the Stream Corridor Assessment Survey published by the Watershed Restoration Division of the Maryland Department of Natural Resources. The City uses GPS equipment to record the location of each survey point. The estimated stream length surveyed is approximately 32 miles, and includes portions of Pistol Creek, Brown Creek, Laurel Bank Branch, Springfield Branch, and Peppermint Branch.
