​The City of Maryville will be conducting a visual stream assessment and survey of several areas of the stormwater system within the Maryville city limits. The project will start December 1, 2025, with anticipated completion by March 31, 2026. The project includes portions of Pistol Creek, Culton Creek, Brown Creek, Springfield Branch, Duncan Branch, Lackey Creek, Gravelly Creek, and Peppermint Branch creeks. This assessment is one of the requirements for Maryville to maintain compliance with its National Pollutant Discharge Elimination System Phase II permit, required by the Tennessee Department of Environment and Conservation. The goal of this project is to gain a better understanding of the health of Maryville’s streams and prioritize areas that could benefit from stream restoration or stormwater infrastructure repair. 
 
The City has contracted with Civil & Environmental Consultants, Inc. (CEC) to perform the fieldwork for this project. Teams of scientists/engineers are walking the streams noted above to photograph and document the condition of those streams by assessing different parameters such as streambank erosion, unshaded stream sections, illegal dumping, and parts of the associated infrastructure. The field staff are not present to address or remedy any potential stormwater problems.

(Maryville, Tenn.) – Since the traffic crash that seriously injured Officer FTO Justin Brown on Friday, November 14, small improvements in his condition continue as his medical team continues to evaluate the next steps in his pathway to recovery. “We know that this community cares deeply about how he is doing. We are encouraged with the progress he makes each day. He is alert, talking, and is in good spirits,” said Maryville Police Chief Tony Crisp. “FTO Brown is considered by the medical team to be in critical but stable condition.”
 
Support for the officer and the department has flooded in from the community and across the country. On Sunday, Chief Crisp met with Vice President JD Vance to discuss FTO Brown’s condition. “The Vice President reached out to us the night of the crash and we have had several communications since keeping up with his condition,” said Chief Crisp. “He wants to speak with FTO Brown as soon as his recovery will allow it.”

In addition to the continued prayers and offers of assistance and support, there have been requests to provide financial support to FTO Brown and his family. Currently, the only agency-approved fundraiser for FTO Brown has been coordinated through Blue Line Tennessee, Inc. Any official fundraising efforts on behalf of FTO Brown or his family will come directly from this organization with the approval of the Maryville Police Department.

Update: November 16, 2025 - 3 p.m.
(Maryville, Tenn.) – Maryville Police Chief Tony Crisp would like to update the community that, while still in the intensive care unit in critical condition, Officer Justin Brown is making small improvements. His injuries are significant, and the medical staff continues to work through the challenges that injuries of this nature present.

“We know the prayers of the community continue to cover him,” said Chief Crisp. "His progress is expected to be gradual and he will remain hospitalized for an extended period of time, but we are grateful for the improvement we have seen since Friday."

(Maryville, Tenn.) – At 6:11 p.m. Friday, November 14, 2025, while providing a dignitary protection detail escort for Vice President JD Vance on East Lamar Alexander Parkway at Merrit Road, Maryville Police Officer FTO Justin Brown was critically injured when his police motorcycle was involved in a collision with a Tennessee Highway Patrol SUV unit. 
 
Chief Tony Crisp reported that a group of citizens on the scene immediately administered urgent first aid and played a critical role in saving the life of the officer. “To those individuals whose quick response saved FTO Brown’s life last night, we could never thank you enough. You are true heroes,” said Chief Crisp. 
 
FTO Brown was transported by AMR (American Medical Response) to UT hospital where he remains in critical condition with significant injuries. He was taken to surgery at 10 a.m. November 15. Chief Crisp acknowledged the superb efforts by AMR who provided excellent and professional care, as well as the excellent initial and ongoing care and expertise of the University of Tennessee medical staff.
 
The Tennessee Highway Patrol CIRT (Critical Incident Response Team) is actively investigating the crash. No additional details have been released. 
 
Chief Crisp acknowledged the hundreds of messages, emails, and phone calls as well as the thousands of responses over social media. “We are grateful for each and every one and appreciate the prayers and support from all over the state,” said Chief Crisp. “Our hearts and prayers also go out to the trooper involved in the crash.”  
 
Multiple members of the law enforcement community, local, state and federal agencies have offered and administered additional services and support. “The Maryville Police Department extends our sincere thanks to everyone who has supported us through this situation,” said Chief Crisp. “Please continue to keep FTO Brown, his family, his medical team in your prayers. We know they are working.” 
 

Phase III of the Traffic Control Plan is expected to begin the week of November 10th, due to recent weather delays.
 
Planned Activity: 

• On Friday, November 7, contractors will be paving the multi-use path.
• On Monday, November 10, Cochran Road will be paved (weather permitting). 
• New all-way stop signs are expected to be installed early on Wednesday, November 12th.
• Cochran Road is expected to open to traffic mid-day Wednesday. November 12 th.
• Once Cochran Road opens, Phase III of the Traffic Control Plan will begin.
• Utility relocation work is nearing completion.

 
New Traffic Pattern Expected November 12, 2025
 
When Phase III begins, the intersection of Cochran Road and Raulston Road will become an all-way stop to accommodate detoured eastbound traffic from Carpenters Grade Road.
This temporary all-way stop will remain in place for approximately 6–8 months, until Phase III is complete.
 
Important Traffic Notes During Phase III:
· Northbound Carpenters Grade traffic will be detoured to Cochran Road.
· Southbound Carpenters Grade Road will remain open with traffic moving onto the multi-use path between Melrose Station and Barrington. 
· Residents exiting Cross Creek, Oxford Hills, and Knightsbridge subdivisions will be right turn only onto Carpenters Grade Road.
· Residents exiting the Villas at Carpenters Grade, Legacy Court, and Kirkland Estates subdivisions will be left turn only.
· The temporary traffic signal on Carpenters Grade Road at Cross Creek Drive will provide improved access for internal subdivision traffic to enter Carpenters Grade Road.

Throughout November, the City of Maryville Stormwater Department will be replacing catch basins along Washington Street in preparation for upcoming TDOT repaving work, expected to take place this spring.
To complete the repairs, crews will close one outer lane at a time, switching sides as work progresses. All repairs are expected to take the full month of November.
Lane closures will occur between East Broadway Avenue and High Street, Monday through Friday, from 9 a.m. to 3 p.m.
