Public Participation and Involvement

There are many chances for people in the community to get involved with the City's efforts to manage stormwater. It's not just up to the City staff to keep pollution out of stormwater—it also takes residents and businesses working together. The City's stormwater program needs everyone to work together. If we do, we can make our local water cleaner and better for everyone.​

Events
  • The City, along with our partners, organizes various events throughout the year to encourage community participation in the stormwater management program. Each event is designed to address key ideas, including: 
    • practical steps individuals can take to minimize stormwater pollution
    • the consequences of pollution on our local water bodies 
    • educating attendees on the proper storage, usage, and disposal of household hazardous waste, automotive fluids, as well as commonly used lawn chemicals such as fertilizers, pesticides, and herbicides 
    • identifying and reporting illicit discharges and sanitary sewer overflow

Pistol Creek Cleanup
The City provides sponsorship support to Keep Blount Beautiful to offer this annual stream clean up.
This event occurs in the Spring of each year.

Waterfest
Waterfest is an annual water education event for 3rd graders. Waterfest takes place at the Eco Center and features stations hosted by various organizations. Students rotate through the stations to learn about water quality, stormwater runoff, water treatment, watersheds, and more. The City provides sponsorship and assists with presentations. 
This annual event is hosted at different times each year for school children. Keep Blount Beautiful organizes the dates and times with each school.

City Creek Cleanup Day
The City chooses a creek each year to host an annual cleanup.

Pre-Construction Meetings
The City meets with contractors and owners/developers prior to the issuance of grading permits to discuss pollution prevention practices necessary for the development and the potential impacts of the development on water quality.
These meetings occur as new permits are issued.
These meetings are not open to the public. The public is welcomed to ask questions or provide comments about the meeting process. Call or email the City.

Stormwater Program Comments
To create a stormwater program that really works for our community we need to hear from you. The City values your input on the effectiveness of the stormwater program. To get a better understanding of what actions were taken each year, visit our annual report webpage. Those reports detail what we have accomplished over the years to meet state NPDES permit requirements. If you have an idea on how to improve the program, please contact us. Stormwater Program Modifications
  • The City annually reviews our stormwater management program. During that review and through public comments received throughout the year, we may find areas of the program that need to be changed to better meet our stormwater management goals.  TDEC requires the City to document changes we make to the program. 
     
    Most of the time the modifications are minor, such as

  • Additions to the program that do not subtract or replace program elements. Along with annual reporting requirements outlined in the permit.
  • Increase monitoring efforts
  • Removal of an MS4 outfall when the discharge from that outfall is terminated and does not result in the discharge of pollutants from other outfalls.
  • Changes that replace an ineffective or infeasible program element or SCM identified in the SWMP along with an alternative program element or SCM. Along with annual reporting requirements outlined in the permit.
  • Correcting typographical errors
If the City determines that a major modification to the program is needed, we will follow the City’s formal public notice process to allow the public to view the change.  Public notices are posted on the City’s main webpage: https://www.maryvillegov.com/ 

NPDES Permit Section 4.2.2
Stormwater Program Publicity Plan

The City of Maryville, Tennessee (City) operates a small Municipal Separate Storm Sewer System (MS4) that is subject to the State of Tennessee’s National Pollutant Discharge Elimination System (NPDES) Small MS4 Permit (TNS000000). Part 4.2.2 of the small MS4 permit requires the City to develop and implement a program for public involvement and participation as a component of the City’s stormwater management program. The objective is to promote, publicize, and facilitate citizen’s participation in the development and implementation of the stormwater management program to reduce the discharge of pollutants. The permit requires the program to reach two major audiences: (1) the public; and (2) the commercial and development community. Parts 4.2.2.1 and 4.2.2.2 of the permit establish the management measures that must be addressed for each audience, as well as the measurable goals and annual report requirements for activities performed by the City.  A publicity plan for public involvement and participation opportunities is also a requirement. 

The City’s publicity plan presents the minimum requirements of the public involvement /participation program and how the City intends to address each requirement. Tables 5 and 6 present the activities the City will perform to address the management measures for both audiences. The plan identifies the number of activities required (as stated by the measurable goal established in the permit) and describes the activity(s) to be implemented by the City to meet the measurable goal for the major audience. For each activity, the plan provides the frequency and schedule, management measure(s) addressed, and the documentation to be kept/provided by the City to meet the permit’s Annual Report requirements.
