Traffic and Operational Impacts from Winter Weather

12/26/2022

Comments

9:58 a.m. update
Everett High Rd is now open and passable.

9:00 a.m. update

Sevierville, Broadway, Montvale, 321 and most of the main roads are good to drive on.
Secondary roads are still slick. The sun and rising temperatures will help assist crews over the next few hours as they work the secondary streets. Everett High Rd is still bad now due to the steep hill. It is closed on the end closest to Broadway.

Residential garbage is behind but leave cans out and crews will get them as soon as possible.

Recycling Centers will open at 10 a.m.

Tuesday, December 27 - 7:00 a.m.
Traffic advisory in effect - road conditions still remain unsafe for travel.
Main roads continue to be problematic as crews continue to work to melt the snow. Secondary roads have not been treated. Public safety personnel recommend not traveling unless absolutely necessary. If travel is necessary, allow plenty of time, drive slowly and be prepared with emergency supplies. Officers are responding to emergency traffic. For minor accidents and issues, please exchange information, take photos, and call the police department this morning to obtain a report.

City of Maryville offices are on a two-hour delay - opening at 10 a.m. to the public.

A note about this snow event:
In this type of snow, when plowed, a layer of snow remains which immediately freezes due to the frozen ground. Salted, it will melt for a period of time, but then will refreeze - again due to the frozen ground. Trucks continue to work the main roads. Temperatures and the sun will have to rise for conditions to improve.

Monday, December 26 -11:42 p.m.
Traffic advisory in effect - road conditions are unsafe for travel.
City of Maryville offices will be on a two-hour delay for the public.

Update 11:21 p.m.
Road crew veterans say this is a rare event - a one-in-twenty-year type of snow that will halt the roadway system until snowfall stops and temperatures increase above freezing. Sevierville road is a solid sheet of ice after five hours of working it with salt trucks and snow plows (which they are able to use now after 1" of accumulation with shoes removed to get metal straight on the surface). Our crews will continue working through the night just to keep the main roads passable.

The locals and minor roads and streets will be unsafe for travel in the morning and we urge residents to stay off the roads until conditions improve.

City of Maryville offices will be on a two-hour delay opening to the public.

Previous Traffic Advisory:
Dry, low moisture snow is causing treacherous conditions on roadways as the snow melts and refreezes. Engineering and Public Works crews have been working since 5 p.m. - adding salt brine to the roads. Plows are not an option with this type of snow - the snow would just be turned to ice. Continuous snowfall is requiring crews to continually work the main arterial roads to keep them passable. Residential streets, locals and minor streets will not be able to be treated for some time.

Due to the high amounts of traffic and quick accumulation, numerous accidents now have officers responding to emergency traffic only. Police advise if you are in a minor accident, take photos with your cell phone, swap insurance and contact information and call the police department in the morning to get a report.

Roads are not safe for travel at this time. We urge you to stay in and off the roads until conditions improve.

TVA Rolling Blackouts

12/23/2022

Comments

Update: 12:44 p.m. TVA has lifted the rolling blackouts. All power should be restored in the next few minutes.

TVA has initiated rolling blackouts in order to protect the power transmission system from failure due to the extreme demand. We are currently at 5% load reduction requirement which includes 4 cycles listed below.
The schedule runs through the entire system - our plan starts with circuits and rolls through before starting again. The first quadrant in the plan includes downtown, Tuckaleechee, on into Rockford. This is the first time in the City's history that we have been required to initiate a rolling blackout.

Update: The blackouts will occur at the top of every hour and half hour according to cycle schedules.
Find outage information here: 204.63.180.54:7576/

Areas will experience blackouts for 30 - 60 minutes while this requirement is in place.
Cycle 1 outages
  • Tuckaleechee / Grandview
  • Brown School / East Broadway.
Cycle 2 outages
  • East Broadway
  • 321 East to County
Cycle 3 outages
  • 321 East from Grandview into city. Merit/ Amerine Rd.
  • Morganton Road past William Blount
Cycle 4 outages
  • Sevierville Road to City
  • Rockford
  • Co-op area

We are sorry this is necessary, and we understand the impact. More information will be posted as available.

The City of Maryville recycling center on Best Street will be closed on Monday, January 2, 2023, in observance of the New Year holiday. On Tuesday, January 3, the facility will remain closed for the installation of sanitary sewer lines. Crews will be digging a trench across the entrance of the recycling center then laying pipe before backfilling the trench. This work is expected to take the entire day to complete. Citizens are encouraged to use the recycling center on Highway 321 across from Blount Memorial Hospital while the Best Street facility is closed on January 3. Officials are hopeful that the Best Street recycling center will be re-opened on Wednesday, January 4, 2023.

Phase I of the project nearing completion

Contractors are expected to wrap up paving Foch Street by the end of the day on Tuesday, December 13. When the paving is completed, the road will be temporarily striped with painted pavement markings.

The Foothills Mall Drive Extension and Foch Street are expected to be opened to traffic before Christmas. The contractor will have until February 2023 to place sod and final markings when temperatures allow.

Phase II of this project, which will extend Foothills Mall Drive to McCammon Avenue, behind Rural King, is in the design stage at this time. Phase II is expected to be completed in 2027.

For more information about this project, contact the City of Maryville Engineering Department at 865-273-3500.

Streetscaping improvements will be coming to one of the city’s main gateway areas soon.

12/12/2022

Picture
U.S. Hwy 321 from Montvale Road to Washington Street will receive a new look beginning December 12.

Beginning December 12, Monday through Friday from 9 a.m. until 4 p.m. as weather permits, crews will work to remove trees and roots in the median of U.S. Hwy 321 from Montvale Road to Washington Street. The outer lanes east and westbound will remain open for the duration of the project – expected through the end of February.

The project is part of the City’s efforts to improve the streetscaping and aesthetics of one of the city’s most visible gateways.

Over the years, the species of tree planted in the median has proven to be problematic. As roots develop, they spread laterally which damages streets and sidewalks. Several of the trees are diseased or dead. The lateral root structure has also prevented additional attractive landscaping elements.

To begin the project, contractors will remove the existing trees and replant Skyline Honeylocust trees in their place. These trees have root systems that grow downward and deeper into the ground instead of spreading along the surface. The Honeylocust trees were also recommended for their beautiful fall colors and tolerance of harsh conditions. The tree replacements were reviewed and approved by the city’s Tree Board. These plantings will be accompanied by native dogwoods, redbuds, and other ornamental shrubs.

“This is one of the most beautiful areas of the city fronting Maryville College, Jack Greene Park and the County Courthouse, said Brian Boone, Director of Engineering and Public Works. “This work will greatly improve the look of this area almost immediately – and will continue to improve as the trees and plantings mature.”

While this project is in progress, crews will add a pedestrian traffic improvement at the Jack Green Park/ First Baptist Church crosswalk. Pedestrians will be able to use a push-button actuated flashing strobe to assist in safely crossing.

For more information on this or other road projects, contact the City of Maryville Engineering Department at 865-273-3500.
